屋苑安裝充電樁被拒,好少係因為技術唔得,多數係因為冇人解答到法團嘅疑慮。四個常見反對,逐個拆。Estate refusals are rarely technical. They happen because nobody answered the committee's worries. Here are the four you'll hear, and the answers.

法團話唔得?拆解四個最常見的反對理由

在私人屋苑安裝電動車充電樁,被拒絕的個案裏面,真正因為技術做唔到的其實好少。大部分是因為法團或管理處有疑慮,而沒有人能夠具體回應。

以下四個反對理由,我們幾乎每個屋苑都聽過一次。

反對一:「有火警風險」

這是最常見,亦是最有力的一個 —— 因為它關乎全幢樓的安全,法團不敢冒險。

可以怎樣回應

重點不是「充電樁很安全」這種空泛保證,而是列出具體的保護裝置

  • 專用線路及斷路器:充電樁不與其他電器共用線路,過流即跳
  • Type A + 6mA DC 漏電保護:電動車充電會產生直流漏電成分,普通 Type AC 漏電開關偵測不到。這是充電專用的要求
  • 溫度監測:充電樁偵測到接駁位過熱會自動降流或停止
  • 接地:完整接地及測試紀錄
  • 產品認證:CE / FCC / UKCA 證書、EMC 及 LVD 測試報告

再加一句實話:真正的火警風險來源,是有人用 13A 家用插座長時間充電,而不是合規安裝的充電樁。你的提案其實是在減低風險。

反對二:「我冇電動車,點解要我夾錢」

可以怎樣回應

先弄清楚一件事:個別業主安裝充電樁,費用是該業主自己承擔的,不涉及管理費,也不用其他業主夾錢。這一點最好在提案第一頁就寫明,因為很多反對其實源於這個誤會。

如果是走 EHSS 資助計劃,基建費用由資助承擔,同樣不是攤分管理費。

另外可以補一句:停車場有充電設施,長遠對樓價及租值是加分而非減分。

反對三:「電力唔夠,會影響全幢」

可以怎樣回應

這個要用數字答,不能用態度答。提交電力負載計算:現有總容量多少、目前實際尖峰用量多少、加裝之後的用量多少、餘量還有多少。

如果餘量真的緊張,提出負載管理方案:多個充電樁共享一個上限,系統自動分配,確保任何時候總用量不超過設定值。這是技術上成熟的做法,可以直接寫入提案。

反對四:「將來好多人裝,點算」

這其實是最合理的一個反對,而且法團問得對。

正面承認:對,將來一定會愈來愈多人裝。所以更加應該現在就規劃,而不是逐個逐個亂駁。

這正是 EHSS 的邏輯 —— 一次過鋪好整個停車場的電力骨幹,之後每個業主接駁就好。把你的申請包裝成「開始規劃」而不是「我要一個位」,法團的接受度會高很多。

幾個實務貼士

  • 書面提案,一頁紙。 口頭提出好易被擱置。
  • 附齊文件。 圖則、負載計算、承辦商牌照、公眾責任保險 —— 一次過交齊。補一次件通常等於多等一次大會。
  • 找同路人一齊提。 三個業主一齊提,比一個人提有力得多。
  • 要求列入下次大會議程。 有書面紀錄,較難無限期拖。

Among private estate refusals, very few are actually because the work can't be done. Most happen because the committee or management had a concern and nobody answered it concretely.

These four objections come up at almost every estate.

Objection 1: "It's a fire risk"

The most common and the most powerful, because it's about the safety of the whole building and no committee wants to gamble with that.

How to answer

Not with a vague "chargers are safe", but by listing the actual protective devices:

  • Dedicated circuit and breaker: the charger shares its circuit with nothing else, and trips on overcurrent
  • Type A plus 6mA DC residual current protection: EV charging can produce a DC leakage component that an ordinary Type AC RCD cannot detect. This is a charging-specific requirement
  • Temperature monitoring: the unit reduces current or stops if it detects the connection overheating
  • Earthing: full earthing with test records
  • Product certification: CE / FCC / UKCA certificates, EMC and LVD test reports

Then add the honest part: the real fire risk is someone charging for hours off a 13A domestic socket, not a compliant installation. Your proposal reduces risk rather than adding it.

Objection 2: "I don't have an EV, why should I pay"

How to answer

Clear this up first: when an individual owner installs a charger, that owner pays for it. It doesn't touch management fees and no other owner contributes. Put this on page one of the proposal, because a lot of opposition comes purely from this misunderstanding.

If you're going through EHSS, the infrastructure is covered by the subsidy — again not apportioned onto management fees.

It's also fair to add that charging facilities in the carpark are a long-term plus for property and rental values, not a minus.

Objection 3: "There isn't enough power, it'll affect the whole building"

How to answer

This one needs numbers, not reassurance. Submit a load calculation: existing total capacity, current actual peak demand, demand after the addition, and the headroom left.

If headroom really is tight, propose load management: several chargers sharing a ceiling, with the system allocating automatically so total draw never exceeds the set value. It's a mature approach and can go straight into the proposal.

Objection 4: "What happens when lots of people want one?"

This is the most reasonable objection of the four, and the committee is right to ask it.

How to answer

Agree with it. Yes, more owners will want one over time — which is exactly why it should be planned now rather than bolted on case by case.

That's the logic behind EHSS: build the carpark's electrical backbone once, then let each owner connect to it. Framing your request as "let's start planning" rather than "I want a socket" raises the odds considerably.

Practical tips

  • Written proposal, one page. Raising it verbally gets it shelved.
  • Attach everything. Drawings, load calculation, contractor licence, public liability insurance — all at once. One round of missing documents usually costs a whole meeting cycle.
  • Go in with allies. Three owners proposing together carries far more weight than one.
  • Ask in writing for the next agenda. A written record is harder to defer indefinitely.
