「EV 屋苑充電易資助計劃」(EV-charging at Home Subsidy Scheme,簡稱 EHSS)是環保署推出的資助計劃,目的是幫助現有私人住宅樓宇的停車場,一次過鋪設好充電基礎設施。

很多業主誤會了一件事,所以先講清楚:

EHSS 不是資助你個人安裝充電樁,而是資助整個屋苑鋪設電力基礎設備。

即是說,你不能自己填表申請。必須由業主立案法團或管理公司代表整幢/整個屋苑提出申請。

合資格的基本條件

申請單位需要符合幾項條件,包括:

  • 現有私人住宅樓宇(樓宇落成並已入伙)
  • 停車場屬該住宅樓宇的一部分,主要供住戶使用
  • 由法團、管理公司或業主組織統一提出申請
  • 停車場需為所有合資格車位鋪設基礎設施,而非只做部分

最後一點最多人忽略。EHSS 的原意是「一次過做好」,所以不能只為幾個有意欲的業主鋪線,而是要把整個停車場的電力骨幹做齊。這也是為什麼一定要全體通過。

為什麼要及早開始

三個現實原因:

1. 名額同期限 資助計劃設有申請期及資助總額。愈遲提出,愈大機會遇上限額用盡或申請期結束。

2. 法團開會的節奏 大部分法團一年只開幾次大會。由「有人提出」到「大會通過」再到「遞交申請」,中間隨時消耗六個月至一年。這段時間不是工程時間,純粹是決策時間。

3. 需要先做技術評估 申請要附上停車場的電力評估及初步設計。這部分要由註冊電業承辦商做,亦需要時間。

如果你想在自己屋苑推動

幾個實際做法:

  • 先找同路人。 一個人去法團提,很容易被擱置。先在屋苑群組問一問,通常你會發現不止你一個人揸電動車。
  • 準備一頁紙。 不要用口頭講。寫清楚計劃是什麼、資助範圍、對非電動車業主有什麼影響(重點:基建費用由資助承擔,不是攤分管理費)。
  • 正面回應反對意見。 最常見的反對是「我沒有電動車,為什麼要我夾錢」同「會不會有火警風險」。前者答資助來源,後者答保護裝置及認證。
  • 要求列入下次大會議程。 有書面提案,法團較難無限期拖延。

已經完成 EHSS 的屋苑

如果你的屋苑已經完成 EHSS 工程,那是四種安裝情況中最順利的一種:電纜槽、總掣、線路容量全部到位,通常只需向管理處登記,兩至三星期便可完成安裝,費用亦是最低那一級。

The EV-charging at Home Subsidy Scheme (EHSS) is an Environmental Protection Department programme that helps carparks in existing private residential buildings install charging infrastructure in one go.

One thing gets misunderstood constantly, so let's be clear up front:

EHSS doesn't subsidise your personal charger. It subsidises the estate's electrical infrastructure.

Which means you can't fill in a form yourself. The application has to come from the owners' corporation or the management company, on behalf of the whole building or estate.

The basic eligibility conditions

Among other requirements, the applicant must be:

  • An existing private residential building, already completed and occupied
  • A carpark forming part of that building and mainly serving its residents
  • Applying collectively through the owners' corporation, management company or owners' organisation
  • Prepared to install infrastructure for all eligible parking spaces, not just some

That last point is the one people miss. The scheme is designed to get it done once and properly, so you can't just run cable to the few owners who want it — the whole carpark's electrical backbone has to be built. It's also why full approval is unavoidable.

Why starting early matters

Three practical reasons:

Quotas and deadlines. The scheme has an application window and a funding cap. The later you raise it, the higher the chance of hitting an exhausted allocation or a closed window.

Committee rhythm. Most owners' corporations hold only a handful of general meetings a year. Going from "someone raised it" to "the meeting approved it" to "the application went in" can burn six months to a year. None of that is construction time — it's purely decision time.

A technical assessment comes first. The application needs an electrical assessment and preliminary design for the carpark, prepared by a registered electrical contractor. That takes time too.

If you want to push it at your own estate

A few things that actually work:

  • Find allies first. One owner raising it alone gets shelved easily. Ask in the estate group chat — you'll usually find you're not the only EV driver.
  • Put it on one page. Don't do it verbally. Write down what the scheme is, what it funds, and what it means for owners without EVs (the key point: infrastructure is covered by the subsidy, not apportioned onto management fees).
  • Answer the objections head-on. The two you'll always hear are "I don't have an EV, why should I pay" and "is this a fire risk". Answer the first with the funding source, the second with protective devices and certification.
  • Ask for it on the next agenda in writing. A written proposal is much harder to defer indefinitely.

Estates that have already completed EHSS

If your estate has already finished its EHSS works, you're in the easiest of the four installation situations: trunking, main switch and circuit capacity are all in place. Registration with management is usually all that's needed, installation lands in two to three weeks, and it sits at the lowest price tier.
