停車場加裝獨立電錶櫃A new meter cabinet in the carpark

八十年代屋苑,停車場原本無位加錶。與法團商議後在牆邊加設一個不銹鋼電錶櫃,一次過預留六個車位的錶位,之後每戶申請都變得簡單。An eighties estate with nowhere left to hang a meter. After talking it through with the committee we added a stainless cabinet on the wall with room for six bays at once — every application after the first got easy.

現場情況

九十年代落成的屋苑,停車場在地庫。原有電錶房已經滿,牆上再沒有位置掛新錶 —— 這是舊式屋苑最常卡住的地方,而且卡住的不是技術,是空間同責任。

業主找我們之前,已經被管理處回覆過兩次「無位、做唔到」。

最棘手的地方

管理處說的其實不是「做唔到」,是「無人肯負責新裝置擺邊」。

加一個電錶,意味著要在公用地方加裝置。誰批准?誰負責日後維修?如果第二個業主又要加,是不是每次都要再開會一次?

這幾條問題沒有答案之前,法團不會簽。

我們點做

1. 不是為一戶申請,是為屋苑做一次規劃

我們沒有只申請一個錶位。我們量度過電錶房外的牆身,建議加裝一個可容納六個錶位的不銹鋼電錶櫃,一次過向法團提交。

這樣法團要處理的不再是「陳生想加個錶」,而是「屋苑要不要為電動車做一次基建」。後者容易通過得多,因為對其他業主也有好處。

2. 文件由我們準備

電錶櫃的位置圖、尺寸、負載計算、線路走向、施工時間、完工後的 WR1 表格 —— 全部整理好交給法團,管理處不用自己研究。

3. 落櫃、掛錶、接駁

不銹鋼櫃固定在牆身,內有獨立電錶及各車位的錶前掣(RCBO)。門上有視窗,管理處不用開櫃都可以抄錶。

結果

法團會議一次通過,之後屋苑再有三戶申請,全部不用再開會。

第一戶的時間確實最長 —— 由提交到通電接近四個月。但之後的三戶因為錶位已經預留,每戶只需要兩至三星期。

這個案例適合誰參考

如果管理處回覆過你「電錶房無位」或「法團未討論過」,你屬於這一類。

重點不是說服管理處為你一個人破例,而是把件事變成整個屋苑的基建規劃。如果屋苑同時有其他業主想裝,一齊提交成功率高得多 —— WhatsApp 傳張電錶房相片,我們可以先判斷有沒有加櫃的空間。

The site

A nineties estate with the carpark in the basement. The existing meter room was full, with no wall left to hang a new meter on — and this is exactly where older estates get stuck. What blocks it isn't technical. It's space, and it's responsibility.

Before coming to us, the owner had already been told "there's no room, it can't be done" twice.

The hard part

What management actually meant was not "it can't be done", but "nobody will take responsibility for where the new kit goes."

Adding a meter means adding equipment in a common area. Who approves that? Who maintains it later? And if a second owner wants one, does the whole thing go back to a meeting again?

Until those have answers, the committee won't sign.

What we did

1. Not one application — one plan for the estate

We didn't apply for a single meter position. We measured the wall outside the meter room and proposed a stainless cabinet with room for six positions, submitted to the committee as one piece of work.

That changes what the committee is being asked. It's no longer "Mr Chan wants a meter", it's "does the estate want to do this groundwork once". The second question passes far more easily, because it benefits everyone else too.

2. We prepared the paperwork

Location drawing, dimensions, load calculations, cable routing, works schedule, and the WR1 certificate afterwards — all assembled and handed over, so management didn't have to work any of it out themselves.

3. Cabinet, meter, connection

The stainless cabinet is fixed to the wall and holds the dedicated meters and an RCBO ahead of each bay's meter. There's a window in the door, so management can read the meters without opening it.

The result

Approved at one committee meeting — and the three owners who applied after didn't need a meeting at all.

The first application genuinely was the slow one: close to four months from submission to power. The three that followed took two to three weeks each, because the positions were already there.

Who this case is for

If management has told you "the meter room is full" or "the committee hasn't discussed it", this is your case.

The trick isn't persuading management to make an exception for you. It's turning it into groundwork for the whole estate.
